Summary

The Organizational Analytics Manager will lead and manage the data and analytics strategy for the Office of Administration (OA) and inform the broader DHS strategy around contracts, fiscal planning and human resources.  The Organizational Analytics Manager will design and lead initiatives to evaluate agency performance and inform decision making that includes the creation of analytic reports, visualizations, and tools for internal and external stakeholders’ use. These stakeholders include OA staff (for example, fiscal leads), DHS’s Director, senior staff and program offices. The Organizational Analytics Manager is an integral part of the Analytics, Technology and Planning (ATP) analytics leadership team, with great freedom to innovate to achieve DHS’s mission.  

The Organizational Analytics Manager, is supervised by the Chief Analytics Officer, Office of Analytics, Technology and Planning (ATP), and is indirectly supervised (employment practices) by a Great Lakes Behavioral Research Institute liaison.  This position directly supervises three analysts.


Essential Duties and Responsibilities
 

  • Assists in the development and design of analysis to evaluate programs administered by the Department of Human Services.  Studies may focus upon programs, consumer groups and/or service needs. This work may include data collection, cleaning, and analysis; performing literature reviews; finding and obtaining secondary data sources; and gathering input from contracted providers, consumers and DHS staff on appropriate standards by which to measure service delivery.
  • Analyzes data and creates analytic tools to support the operational needs of the department.
  • Effectively presents analytic results to internal and external stakeholders.
  • Uses the most appropriate analytic methods for each project.  While the Manager is not required to be an expert in all statistical tests and methods, he/she is expected to recognize his/her particular expertise in data analysis and to seek other expert opinion whenever appropriate.
  • Writes and reviews public-facing research reports describing the methodology, findings  and recommendations of completed studies.
  • Directs and assists in the ongoing design, development and enhancement of DHS information systems.  As an end-user of these systems, the Manager provides guidance on the optimal data structure and system requirements to ensure that the data stored and retrieved from the system meet the research and operational needs of DHS. 
  • Develops and supports quality improvement programs for the Department of Human Services (DHS).
  • Assists in the development and implementation of the DHS Research and Communication Agenda.

Supervisory Responsibilities

This job has supervisory responsibilities over 3 staff in the Organizational analytics unit, as well as:
  • Performs general duties related to coordinating and expediting projects.
  • Participates in the interview and selection of prospective staff.
  • Represents DHS on task forces, advisory boards and other community committees and agencies.

Additional Responsibilities

From time to time the employee will be required to perform additional tasks and duties as required by the employer.

  • Familiarity with the human services field and programmatic research considerations.
  • Sit long periods (2 plus hours); traverse building carry up to 10 pounds (files, books, etc.)
  • Have both available and consistent access to reliable transportation and be able to navigate in the community for work related assignments.
  • Ability to support and supervise a team.

Education/Experience Requirements

Master’s degree in a relevant field, plus five or more year’s professional level responsibility in human service programs or human development programs, including three years’ service of either program evaluation, quality assurance or data analysis (or a combination of these), plus supervisory experience.

Any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

Salary and Benefits
The salary range for this position is $91,000 - $100,000 per year.
